In addition, residents would pay more for gas, water and waste-water disposal. Property owners would pay a new annual storm-water fee to fund utility projects.

What the heck is a storm-water fee? We have to pay because it rains? What’s next– a snow fee to fund street projects, a sunshine fee to fund drought-management projects?
What would it take to get Richmond to emulate Salem (OR) and many other cities by instituting graduated fees for waste removal? The more trash you make, the more you pay for the city to take it away. Sounds like good a capitalist principle to me.
Likewise, I’m sure some technology exists that can allow the city to charge for downtown street and lot parking based on the dimensions of a vehicle’s base. You take up more room? Pay for it!
The “storm-water fee” is essential if we want to dry out Shockoe Bottom enough to bring that baseball stadium down there.
The stadium proposal is a wasteful distraction, IMHO.

Again, I am not against the idea of the stormwater utility fee, but it needs to be applies fairly and actually go towards PREVENTING stormwater runoff problems.
storm water is water so they put it on your water bill, it just makes sense
